Механізми державного управління гуманітарною сферою в Україні

Abstract

У дисертаційній роботі здійснено теоретичне обґрунтування і запропоновано практичні рекомендації з удосконалення механізмів державного управління гуманітарною сферою в Україні, узагальнено теоретичні засади державного управління цією сферою. Уточнено й науково обґрунтовано сутність понять «гуманітарна сфера» і «державне управління гуманітарною сферою», а також запропоновано підхід до визначення складових елементів гуманітарної сфери. У роботі доведено доцільність введення у практичну діяльність органів державної влади, які забезпечують функціонування й розвиток гуманітарної сфери, гуманітарної експертизи як механізму громадського контролю та технології сучасної комунікації, завдяки якій органи державної влади можуть вести безперервний фаховий діалог із представниками громадянського суспільства заради збереження людського потенціалу та злагодженого суспільного поступу. Теоретично обґрунтовано концептуальну модель державного управління розвитком гуманітарної сфери в Україні, що ґрунтується на підходах краудсорсингового моделювання. Визначено основні етапи запровадження цієї моделі, проходження яких дасть змогу, врахувавши зовнішні і внутрішні загрози та використовуючи нагромаджений інтелектуальний потенціал країни, окреслити орієнтири майбутнього для функціонування й розвитку гуманітарної сфери, які мають бути зафіксовані в основоположних документах, насамперед у концепції та стратегії розвитку. The thesis offers theoretical substantiation to practical recommendations on improving mechanisms of public administration in humanitarian sphere in Ukraine, and generalized theoretical foundations of public administration in this area. The essence of the concepts "humanitarian sphere" and "public administration in humanitarian sphere" is specified and theoretically grounded, the approach to the definition of the constituent elements of humanitarian sphere is developed. The paper proves the feasibility of the introduction of bodies of State power, which ensure functioning and development of humanitarian sphere, and development of humanitarian expertise as a mechanism of public control and technology of modern communication, due to which authorities can conduct continuous professional dialogue with representatives of civil society for the sake of preserving human potential and achieving coherent social progress. Theoretical substantiation of conceptual model of public administration in humanitarian sphere in Ukraine, based on the crowdsourcing modelling approach, is developed. Basic stages of the introduction of this model are defined, which allows, taking into account external and internal threats and using the accumulated intellectual potential of the country, outline future directions for the functioning and development of humanitarian sphere, which must be enshrined in the basic documents, namely, in conception and strategy development ones.
