Розвиток центрів реабілітації дітей та молоді з інвалідністю в Україні (90-і рр. ХХ – початок ХХІ століття)

Abstract

У дисертації охарактеризовано теоретичні засади вивчення розвитку центрів реабілітації для дітей та молоді з інвалідністю через дослідження поняття «інвалідність» у контексті сучасних наукових знань; репрезентовано аналіз концепції реабілітації дітей і молоді з інвалідністю та її суспільноісторичні зміни: від ізоляції до інтеграції і включення, використовуючи інституційний підхід; обґрунтовано шляхи розвитку центрів реабілітації для дітей та молоді з інвалідністю. Проведено структурно-функціональний аналіз системи реабілітації дітей та молоді в контексті діяльності різних міністерств для виокремлення передумов створення центрів реабілітації дітей та молоді з інвалідністю в Україні за часи незалежності. Розглянуто батьківськогромадський рух як індикатор суспільних потреб у реабілітації дітей та молоді з інвалідністю. Виокремлено етапи розвитку центрів реабілітації для дітей та молоді з інвалідністю в Україні. Охарактеризовано центр як форму надання якісних послуг дітям та молоді з інвалідністю (на прикладі міста Києва). Представлені перспективи розвитку центрів реабілітації дітей та молоді в системі надання соціальних послуг в Україні. The thesis characterises theoretical foundations of studying the development of disabled children and youth centres by investigating the disability concept of rehabilitation centres for disabled children and youth through the study of the disability concept in the context of modern scientific knowledge; the analysis is represented of the rehabilitation concept as applied to disabled children and youth together with social and historical changes in the concept: from isolation to integration and inclusion; using an institutional approach; the ways of development of rehabilitation centres for disabled children and youth are substantiated. A structural and functional analysis of the system of children and youth rehabilitation has been carried out in the context of activities of various ministries to determine prerequisites for the establishment of rehabilitation centres for disabled children and youth in Ukraine since its independence. The parent-community movement is considered as an indicator of social needs in rehabilitation of disabled children and youth. The stages of development of rehabilitation centres for disabled children and youth in Ukraine are singled out. The centre is described as a form of providing quality services to disabled children and youth (where Kyiv was taken as an example). Prospects for the development of rehabilitation centres for children and youth in the system rendering social services in Ukraine are presented.
